BAFS pursues PRIME-HRM Accreditation

February 10, 2021.  Recognizing the importance of Human Resource Management (HRM) and its significance on the learning and development of all its personnel, BAFS conducted an orientation on Prime-HRM with the Civil Service Commission (CSC) Field Office for DENR and DA Director Fe Lacaba via Google Meet last February 5, 2021.  The event was attended by 15 BAFS personnel consisting of the BAFS Division Heads, Section Chiefs, and the HR Team.

What is Prime-HRM?  PRIME-HRM stands for Program to Institutionalize Meritocracy and Excellence in Human Resource Management.  It assesses a bureau’s human resource management competencies, systems, and practices toward HR excellence.  It presents a more progressive system of assessment that entails greater engagement for the Human Resource Team as well as the rank-and-file employees of the bureau.

At the start of the orientation, Dir. Lacaba asked everyone in the room if they are ready to be “Primed” and proceeded with a video to introduce Prime-HRM.  The attendees were keen on listening to Dir. Lacaba as she explains the step-by-step process towards attaining Prime-HRM accreditation, which has four levels. These are Level 1 - transactional HRM, Level 2 - process defined HRM, Level 3 - integrated HRM, and Level 4 - strategic HRM.  During the evaluation, the bureau will be assessed in four dimensions:  recruitment, selection and placement, learning and development, performance management and reward, and recognition.

After the presentation, the management was motivated to begin the process towards achieving Prime-HRM Level 2 accreditation in 2025 as stated in the Bureau’s Strategic Plan 2020-2025. One of the perks of being a Prime-HRM compliant office is having the authority to take final action on appointments.  With this, the CSC will only check on random decisions made by the office on appointments.  ###
