M&E Consultation Workshop Conducted

December 15, 2020. In line with the Bureau’s continuous effort in setting up a Results-based Monitoring and Evaluation (RbM&E) System, Mr. Charlie T. Palilio, the head of the Monitoring and Evaluation (M&E) Unit, conducted an M&E Consultation. The Bureau’s Assistant Director, Division Chiefs, Section Chiefs, and other employees concerned in M&E actively participated in the consultation.

Mr. Palilio presented the Monitoring and Evaluation System Operation Manual and discussed the RbM&E prescribed forms where the physical and financial targets for 2021 to 2025 per division will be reflected.

The RbM&E System Operational Manual covers the general process flow, computation of accomplishments, responsibilities of units involved, prescribed forms, and the procedures of filing up the forms. This primarily aims to guide BAFS management and process owners on the facilitation of programs, projects, and activities (PPA) implementation and operation of monitoring and evaluation to fulfill the BAFS Strategic Plan and purposely used for policy direction. Specifically, it aims to:

1. Establish a records, reports, and performance analysis system of each BAFS units related to the fulfillment of the BAFS organizational outcomes identified in the strategic plan; and
2. Document the good practices and lessons learned from PPA implementations towards a culture of excellence.

BAFS RbM&E System is governed by principles that have an essential bearing on the methodology, leadership role in the process, and continual improvement of the organizational system. The system and the operations manual are expected to be ready before the year ends, before its implementation in 2021.
