August 9, 2021. It is the time of the year that the Bureau of Agriculture and Fisheries Standards recalibrates its strategies and evaluates its direction whether still on-track with progress towards achieving its targets and goals for the first semester of 2021. Summing up the BAFS’ physical vis-à-vis financial accomplishments, in correlation to the approved logical framework, the results seem favorable but not quite astounding.
Present during the mid-year assessment were BAFS Director Myer G, Mula who presided the discussion, Assistant Director and Technical Services Division (TSD) Chief Mary Grace R. Mandigma, Organic Agriculture Division (OAD) Chief Joeve S. Calleja, Laboratory Services Division (LSD) Chief Edna Lynn C. Floresca, Administrative Support Services (ASS) Chief Daisy E. Melegrito, ISO Quality Management System Representative (QMR) Dr. Alpha M. Lanuza, Planning Officer Frederick C. Crisol, Results-based Monitoring and Evaluation (RbM&E) Head Charlie T. Palilio and Information Officer Rosemarie V. Calibo. Joining virtually were Standards Development Division (SDD) Chief Karen Kristine A. Roscom with the Livestock and Poultry Section Head of SDD Dr. Gari Pellinor U. Hernandez.
The discussion focused more on the pressing issues and challenges encountered during the 6-month grind, emphasizing on extracting solutions to eliminate possible roadblocks that hinders the BAFS from performing well or may prevent the Bureau from achieving its goals. Director Mula provided positive feedback on current accomplishments, as well as constructive feedback on areas where performance may be lacking. He opened avenues for the divisions to adjust goals where organizational needs have changed or refocused.
Assistant Director Mandigma suggested for all division chiefs to provide an alternative solution or plan B in the event that they would free-up their budget, instead of giving the burden of utilization solely to the Planning & Budget Unit. This way, BAFS would clearly and concretely showcase building that ‘interrelationship’ among the divisions and become a cohesive team.
Held at Subic Bay Travelers Hotel located at the heart of Subic Bay Freeport Zone, this formal six-month performance appraisal has allowed the BAFS management to prompt for timely midyear adjustments, induce a dialogue on what actionable steps would be needed to get to the next level of performance, and preventing surprises at the year-end performance review. ###
