DA-BAFS on-boarding to the Philippine National Single Window (PNSW)

Quezon City – The Department of Agriculture – Bureau of Agriculture and Fisheries Standards (DA-BAFS) conducted on-boarding activities to the Philippine National Single Window (PNSW). The PNSW is a centralized, digital platform that allows traders to submit importation, exportation and transit documents through a single integrated system.
 
The PNSW is managed by the Department of Information and Communication Technology (DICT) through a private-public partnership with TradeX, with a 12-year term contract. DA-BAFS as one of the Philippine Trade Regulatory Government Agencies (TRGAs) is required to onboard the organic input importation and exportation clearance applications to this system.
 
Last June 22, 2026 the DA-BAFS with TradeX, DICT, Department of Finance (DOF) and Anti-Red Tape Authority (ARTA) conducted an introductory meeting to discuss on-boarding phases and target dates for the phases. On July 2, 2026, Phases 1: compliance check to Phase 4: API integration were conducted based on the established process for importation/exportation clearance application as stated in the Citizen’s Charter.
 
The DA-BAFS team concluded these phases with possible improvement of system interface to cater with the needs of the organic agriculture stakeholder. While the TradeX ensures that these relevant improvements will be integrated on the Phase 5: Validation.
 
Both DA-BAFS and DICT, along with its partner TradeX agreed to conduct the next phases in time for the possible launch of DA-BAFS import/export application services through the PNSW by August 2026. This move is in line with the Bureau’s continued compliance with the Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 that aims to streamline the systems and procedures of government services. With this new development, the DA-BAFS’ organic agriculture stakeholders can easily apply for Organic Input Importation/ Exportation Clearance at their convenience, through this system.
