Recruitment, Selection and Placement (Permanent Positions)
The recruitment, selection and placement of permanent positions is based on the Omnibus Rules on Appointments and Other Human Resource Actions (ORA OHRA) of the Civil Service Commission and the Department of Agriculture’s Unified Merit Selection Plan (MSP) to ensure that appointments in the Civil Service shall be made only according to merit and fitness.
